GOVERNOR’S MEDAL OF VALOR COMMONWEALTH PUBLIC SAFETY MEDAL OF VALOR
The Commonwealth Public Safety Medal of Valor – otherwise known as the Governor’s Medal of Valor – was created by the General Assembly in 2002. In May of 2003, the Governor approved the creation of the Commonwealth Public Safety Meritorious Service Medal. These awards are the highest honors for valor awarded by the Commonwealth of Virginia.

Criteria for the Governor’s Medal of Valor:
- The Governor’s Medal of Valor is awarded to an eligible Virginia public safety officer who goes above and beyond the call of duty while engaged in an action to save human life.
- The deed performed must be one of personal bravery or self-sacrifice and uncommon valor so as to clearly distinguish the officer above his or her comrades and must involve risk to life.
- Incontestable proof of the performance of service must be demonstrated. Each recommendation for the award of this medal will be considered on the standard of extraordinary merit.
Criteria for the Governor’s Meritorious Service Medal:
- Awarded to an eligible Virginia public safety officer who distinguishes himself or herself in an action which involves extraordinary heroism, clearly above and beyond the call of duty, in the protection of human life or property.
- The act or acts of heroism must be so notable and involve the risk of life to the officer so extraordinary and of such magnitude, as to have set the officer apart from his or her peers.
- Clear and convincing proof of the performance of service must be documented.
To assist the Governor in screening and evaluating nominees for these awards, the General Assembly approved the creation of the Medal of Valor Review Board. The members are appointed by the Governor, and consist of a policeman, deputy sheriff, paid firefighter, volunteer firefighter, corrections officer, volunteer rescue squad member and one citizen member. For the year 2007, the Board considered and evaluated nineteen (19) nominations of twenty-seven (27) Virginia public safety officers who represent sixteen (16) Virginia public safety agencies.
